The Idaho School Board’s Association’s “Seven Deadly Sins”

The resurrection of Proposition 1 — after voters soundly defeated it with 371,228 votes on Nov. 6 — flies “in the face” of Idaho voters!

It’s important to understand that many components of seven recent bills bringing back portions of the Luna laws will unfairly tilt the scales.

School boards come and go. Superintendents come and go. Education trends come and go.

But professional educators plant themselves and their families in a district and serve the public for decades. Legislators need to consider this as these bills work through legislative channels.

The public needs to consider that the Idaho School Boards Association, sponsor of resurrected Proposition 1, is using your tax dollars to pay for their lobbying efforts.  The ISBA is bringing back Proposition 1 after voters just said “No!” emphatically!

Contact your school board members and lawmakers on the House and Senate Education Committees and express your view.

THE ISBA’s “SEVEN DEADLY SINS”:

House Bill 67 allows for public negotiations, holding accountable both teacher’s associations and school districts, which I say is great. But don’t declare the school board the winner at an arbitrary June 10 deadline. That allows districts to feign “good faith” with little to no negotiating whatsoever, wait out a “last best offer,” and “impose” a contract.

House Bill 68 involves tight deadlines for teachers to sign contracts, emailing them, instead of mailing.

House Bill 69 attempts to make it easier to fire an experienced teacher in order to make payroll.  The bill is an attempt at legalizing “age discrimination” when there is a Reduction in Force (RIF).

Senate Bill 1037 proposes limiting Master Contracts to one year only.  This is asking an organization to entirely scrap its bylaws structure and then re-build it every single year. It erases institutional memory. Districts can currently renegotiate ANY part of the Master Contract year to year.  NOTHING in a Master Contract is locked in!

Senate Bill 1038 limits courts from hearing new evidence should a grievance or non-renewal hearing be challenged in district court. This heavy-handed measure attempts to circumvent due process rights for fair legal proceedings.

Senate Bill 1039 requires that the local association, and the district, prove that it represents 50 percent plus 1 of the certified employees before they can negotiate.  Both groups must also show proof the contract has been ratified.  I say, “Excellent!”  The IEA has proven themselves to be the best and only teacher’s association in Idaho that can effectively represent.

Senate Bill 1040 allows school board trustees to reduce teacher salaries and contract length from year to year. This eliminates continuing contracts making all teachers at will employees. It would also put an employee on unpaid leave for a criminal hearing:  Guilty until proven innocent.

Idaho, we can do better!

The Idaho legislature needs to follow its constitutional mandate to “establish and maintain a general, uniform and thorough system of public, free common schools.” It’s not the school district’s or the school board’s responsibility to make sure districts have all necessary operational funds.

The Idaho Press-Tribune Endorses Travis Manning

On Sunday Oct. 28, the Idaho Press-Tribune fully endorsed Travis Manning for Idaho House seat 10A.

In supporting Manning, the Press-Tribune disapproved of Rep. Darrell Bolz, R-Caldwell, for endorsing Manning’s opponent, Brandon Hixon.  The paper spent a lot of space outlining their concerns with Hixon, which can be seen here.

“Local teacher Travis Manning became involved in local politics after education reform laws were introduced in early 2011. While he still appears to be a single-issue candidate, Manning will be able to expand his knowledge on the other issues if he’s voted into office.

“With no incumbent in this race, Democrats have a very good chance of winning this seat.

“Republican Brandon Hixon has been a good party worker, even leading the charge for the county GOP caucus.

“But in a period where elected officials have disgraced the Grand Old Party — particularly in Caldwell where then-Sen. John McGee twice brought shame to the Legislature, and a long and expensive legal battle (on the taxpayers’ dime) involving former Canyon County Prosecutor John Bujak, voters may be more inclined to vote for candidates with untarnished records.

“When answering this pre-election question: What standard should elected officials be held to, Hixon said this: “Much higher standard than average, with the understanding that even elected officials are imperfect humans.”

“Many people have a few mistakes that could haunt them if running for office, but only one candidate – 31-year-old Brandon Hixon – has five misdemeanors, 15 infractions and three civil actions for financial failings.

“Hixon says his court history is not a reflection of what will happen in the future. But let’s face it, his standard of expectations is low. That’s not the way to start a political career.

“Frankly, it’s too bad that voters in District 10 didn’t choose Jarom Wagoner, who lost by 85 votes to Hixon in the May primary. He would be a stellar GOP nominee for District 10, Seat A. He’s the real deal. His only downfall was disagreeing with fellow Republicans on whether Idaho should “Add the Words” to the Idaho Human Rights law.”

Travis Manning Earns Idaho Statesman Endorsement

The Idaho Statesman, Idaho’s largest daily newspaper, announced today their endorsement for Travis Manning for Idaho House Seat 10A.

In selecting Manning, The Idaho Statesman confirmed what a majority of people in Caldwell already know:  Manning is more knowledgeable on the issues, has more life experience, and possesses a much cleaner criminal record than his GOP opponent.

Cristian Magallon is a freshman at the College of Idaho where he competes on the Speech & Debate Team.  Last year he served as a Page for the Idaho House of Representatives and has worked on various political campaigns statewide.  He is majoring in Political Economy with hopes of one day entering the public sector as a politician himself, or, as a budget analyst at the legislative or congressional levels.

Manning Family Adopts Girl From China

Caldwell, ID, 9-5-12 — In June of this year Ann and I added one more little one to the growing Manning clan.  After five years of working toward adopting a little girl from overseas, things finally came together.  After thousands of dollars, endless amounts of expired paperwork, a lot of prayers, and a long plane trip to Asia, we were able to adopt little Eliza Spring.

Letter to the Editor re: Plagiarism & the Clandestine Smeed Board

I find myself reflecting again on the crazy Smeed billboard comparing President Obama’s foreign policy to the Colorado movie theater shooter.

I am a strong supporter of the 1st Amendment to the Constitution, part of the Bill of Rights. As a high school English and journalism teacher I train my students how to express clear thought, analyze, write critically, and stand up for their beliefs.

But I hope Mr. Clements and the clandestine Smeed executive board will take away a few things from this recent national outcry:

1) Freedom of speech has unintended consequences, namely: soiling a city and state’s national reputation and stunting economic growth.

2) Radical, unfounded political speech sets a poor example for our children when it comes to modeling the ethical use of free speech and expression.

3) Sensationalism is for the tabloids, perhaps, but not for Idaho.

4) The entire billboard content was plagiarized from an email written by D.C.-based activist Adam Kokesh. I teach my students the importance of attributing quotations; adults should do the same.*

While living in Westchester, Pennsylvania, years ago, the Ku Klux Klan marched through the streets of our town, I suppose as an act of solidarity. KKK members wanted to wear their white hoods covering their faces as they expressed their protected rights to assemble and speak. The city agreed to the march, but, on one condition: KKK members must reveal their faces.

As a candidate for Idaho House Seat 10A, who wants to represent Caldwell in the state Capitol, I would ask the same of the remaining three surreptitious Smeed executive board members: peel back the hoods of secrecy and cowardice and show yourselves.

CALDWELL, ID, August 2, 2012 – The Manning for Idaho campaign commends Caldwell Mayor Garret Nancolas for standing up to the Smeed Foundation and their ridiculous billboard.

The First Amendment to the United States Constitution, a part of the Bill of Rights, allows for freedom of speech and the press; however, this seminal right and privilege must not be misused by extremists in the name of political expediency.

The billboard comparing our U.S. President to the Colorado movie theater shooter was devised in poor taste and meant to sensationalize an entirely separate issue of public policy, that of war overseas.

In his fourth term, Mayor Nancolas truly had the citizens of Caldwell and its businesses in mind when he called out the Smeed Foundation Tuesday for their distasteful billboard posted last week.  Unlike Mayor Nancolas and his efforts to maintain a positive reputation for the city of Caldwell, the Smeed Foundation board chose not to use common sense and public decorum in their expression of political speech.

All four of the Smeed Foundation directors responsible for the billboard owe it to the citizens of Caldwell, Idaho, to reveal their clandestine identities and apologize.  Further light needs to be shed on the secrecy of this organization.  Political speech—presented in a very public way, from unknown individuals, in the dark of night—is a cowardly act.

CALDWELL’S SMEED BILLBOARD BRANDS IDAHO AS CLOSE MINDED AND HARMS ECONOMIC GROWTH

CALDWELL, ID, July 31, 2012 – It is troubling that the Canyon County Republican Party, and my opponent for the Idaho House, Brandon Hixon, have not publicly spoken against the distasteful billboard that has put Caldwell, Idaho, on the map for all the wrong reasons.

I strongly support the 1st Amendment and freedom of speech, but the Smeed Foundation board did a disservice to the City of Caldwell, the Treasure Valley, and to the state of Idaho. The rest of the nation sees Idaho, once again, as closed minded and unintelligent.

The Smeed billboard exploits a national tragedy for political gain and brands Caldwell and Idaho in a negative, insensitive way. The consequences of tarnishing our image are costly. Ask any college recruiter if this image makes it easier to bring new students to school. Ask any mayor if this makes it easier to lure prospective businesses. Ask any existing business if this makes it easier to recruit workers who are needed for highly competitive specialized fields.

The billboard is also disrespectful to the institution of the presidency. Wars in Afghanistan and Iraq have spanned three presidential terms, and will continue well into a fourth. Nobody wants our troops in harm’s way. But to hijack a national tragedy in the wake of the Colorado movie theater shootings, and compare the perpetrator of mass murder to the president of the United States, is over the top.

Caldwell and the state of Idaho deserve better.
